As much as I love SuperBad, I think I have to cast my vote for American Graffiti...as a matter of fact, I think I might watch that tonight...
I had a hard time choosing between BClub and Fast Times for the best 80s themed high school flick. I think the fact that I am currently watching Fast Times on HBO pushed it over the edge. It didn't hurt that this scene was on as I posted.
Does American Pie 2 count? I think it's better than the first

Dazed and Confused is one of the most overrated movies ever. The answer is Fast Times, and it ain't even close.
American Pie, however, is my generation's sex comedy. I'm not a fan of Superbad, as no high schoolers are that witty.
Put me down for Dazed and Confused. That script is unbelievable. Donnie Darko honorable mention if that counts.
EDIT: If I was responding directly to RBW Spartan I'd say Fast Times at Ridgemont High is one of the most overrated movies ever. The answer is Dazed and, and it ain't even close :-) To each his own I suppose.
