Barkley is a good NBA commentator. He's wrong part of the time, but (when he's not blowing hot air just to be funny) he is generally making interesting observations and sharing an interesting perspective. He knows the NBA, he understands the dynamics, etc.
He's a terrible CBB commentator. He clearly doesn't watch much (if any) of the regular season. You just can't throw someone in with no preparation in mid-March and have them suddenly contribute something meaningful.
He doesn't need to - he's personality, nothing more

Why? Because Oregon beat a terrible Mizzou team or Cal beat a terrible UNLV team? Oregon plays St Louis next round and Cal plays Syracuse. If both those teams win those games. Ill give the conference some respect. Losing in round 1 can expose you as bad, but winning in round 1 doesn't mean you are any good.
The PAC12 is a pretty mediocre league. No elite teams at the top and a bunch of middling teams battling it out for who sucks less.
Honestly, I don't think too many real college hoops fans watch those programs / analysts. Me, I avoid watching March Madness programs because I know it's gonna suck and it's intended for the people who haven't watched all year but want to have some background or understanding of how the tournament may play out in order to make pics and conversation at work. I didn't watch the selection Sunday or any subsequent March Madness related show at all this week.

Well CBS only covers a couple college hoops games on the weekend and Turner (TNT, TBS) doesn't cover any, so they really only have a few guys really covering CBB all year. So, they put the personality in the studio and put the guys that have actually been covering CBB at the games.
