Gholston wanted it, didn't get it. Not many recruits bigger than him, so I think it's not in play.
Dantonio did say that it could possibly be given out if a player was at least All Big Ten or better. Have to earn it that way. I don't know who would change numbers though, it seems like a douchey thing to do. Seems douchey to ask for it as a recruit as well.

I've actually always liked the idea of giving it to a star JR or SR player who is All-Big Ten or whatever and is obviously a terrific representative off the field as well. It could serve as nice motivation and it sounds nice to start a "lineage" of elite players who have all worn 1.
Then again, it's not nearly big enough of an issue to worry about or be upset about. Coach D seems to have all the players buying in, and that's what is most important.

I think DeAnthony Arnett wanted to wear #1 also, IIRC. I think it should be used for the sole reason that too many people are sharing numbers as it is. How about the placekicker always gets to wear #1 or something? I don't think anyone's worried about them putting themselves above the team.
The ban has nothing to do with Charles Rogers. It has to do with the fact that wearing the #1 jersey is all about selfish behavior, arrogance, and attention.
Throughout the history of the game, has there ever been a player who wanted to wear #1 that wasn't a selfish , "me first" douche?
Not allowed anymore. There was also a receiver from Houston who wore it.

One of the Most famous MSU football players was given an exception to the above rules which were put in place in 1973. He was drafted after, but was allowed an exception because he was the back up kicker for the team he was on. His position would not have allowed him to wear it, but because he also "kicked" for the NFL team, he got around it.
