I get to the lawschool parking lot and park in a regular meter. Nothing blocking off the meter. I get down to put the quarters in and it says FAIL on it. I was in a hurry and wanted to prove a point. If I got a $10 ticket, i would fight it and pay if lost
What do they do?
Give me a $25 ticket for parking in a no parking zone. based on the little p in the corner of the picture. Keep in mind that no one would see this as they are driving. lol if they think I am not going to fight this

Ignorance of the law is not a defense. Even if there wasn't a little p crossed off on the meter, if there was an ordinance saying it is illegal to park at a failed meter, you'd still be liable for the ticket.

I am not challenging that I do not know the law. I am challenging that they did not make it visible that it was a no parking zone. It is similar to throwing a tiny term in a contract and expecting someone to read it.

I had just purchased a parking pass for a student lot, halfway through the year, and the Police/Parking Receptionists showed me a map and said I could park anywhere that was "yellow". So my first day I parked in a "yellow" lot that apparently had 2 rows dedicated to only staff (not a different color on the map) And the signs for these spots being restricted were only one side of the rows (not the side I drove in from.) I fought it and actually won. That was the on the chick who gave me the pass and the map.
Why there is a meter in a no parking area I don't understand, kinda crappy -though the fact that it is the legal lot is kind of funny....

Yeah, but you might want to cite better support for your argument other than the fact that you just didn't see the indicator. If that's all you have to stand on about you don't stand a chance. They're not going to throw it out for the 'I didn't see it defense' and open themselves up to everyone else using that defense. You need to prove to them that a reasonable person would not know that those indicators meant that the space was not open for parking.
You can't park at a broken meter anywhere. This isn't specific to MSU.
This exact same thing happened in the same place happened to me almost ten years ago. Your appeal will not be successful. Don't waste your time.
I figured I came out ahead for parking in the faculty lot behind the communications building all those years.

Well this is definitely not true. Most places I know have the policy that if it is broken, it is free until fixed
While I normally don't have sympathy for someone who parks illegally, FAIL meters are bullshit. The proposition is: Since the meter is broken, no one can park there because the parking garage can't make money off it. With limited parking on a campus of nearly 48,000 students, plus faculty, staff, and visitors, that is not a very wise policy.
I doubt many citizens would disagree with you, but until the policy is changed, people who ignore it will get a ticket.
Fair enough, but at the very least the ticket should be the same as parking at an expired meter. I graduated a couple of years ago, but I remember one meter in the parking garage I used read "FAIL" for over a month. The parking nazis are swarming all over campus, but meters are left in a malfunctioning state for over a month. That doesn't compute.
All failed meters are no parking zones, it saying fail, which you admitted you noticed beforehand, was your notice, so you got ticketed for parking in no parking, pretty fucking simple.

No, this is notice. I don't even care if I lose, I'm not going to just pay for their mistake. I have already filed an appeal at 54B and will waste their time too and if I lose, pay it.

Most MSU students just pay and think it is always their fault. When their policies are garbage and nothing will ever change if we just pay.
There's been that broken meter on the 1st basement floor like that for 2 years. At least they finally put that big yellow NO PARKING bag over it.
If the meter isn't working and they're not fixing them, then what the fuck are they doing?
