sprtnbrn has a point but Gus points out the new reality.
Its no longer just butts in the seats and eyes on network(CBS/ABC) and cable networks (ESPN/FoxSports/NBCSports). Its about BTN cable revenue. As soon as the major cable companies in Maryland Which will include the DC market) and the NJ cable companies add it to their expanded basic BTN ad rates and revenue with take a jump.
Add in the old school politics of all of nothing for both OK and KS schools the only option for the Big Ten would have been to take all 4 and expand to 16 providing all wanted to join the Big Ten. (Of course that decision would have to have been made at each individual school)
Except..... The BTN is already on the local cable carriers around here.
Honestly there are more PSU alums around here than Maryland.

Don't sleep on Rutgers, their academics aren't too bad (close to Minnesota, Purdue levels). And let's not do the whole "because they couldn't get into ___ school" argument please, or else Walvie trolls will have a field day.
That said, the market there (NY/NJ) does cater more to pro sports (kind of like how Pittsburgh is all about the Steelers and Penguins).
Hasn't Rutgers and Pitt always been potential members in the past though? Not that I'd agree with it, but...
Except...what package is it on? That clearly impacts the amount and volume of the subscriber fee.

According to an individual with knowledge of the situation, the ACC’s addition of Notre Dame as a full member in all sports except for football irked top Maryland officials, because it broke with the conference’s traditional requirement that all members must participate in all sports.
The school could decide to break away from the ACC, of which it has been a member since 1953.

understatement of the year. just awful. why make the conference worse? Maryland has dropped a bunch of sports just last week for god's sake (Track, Swimming, and others). They are a fucking mess in every way. I can't understand why anyone would want them, especially the Big Ten.
BTN isn't in any sports tier or extra package at least in the MD suburbs of DC on FiOS. BTN is in the same package that gets you ESPN and most other cable channels.
$50 million exit fee for the ACC, and Maryland recently dropped several sports due to budget reasons. This would be a surprise if it happened.

The Comcast list I saw--and I'm not sure how accurate it was--said Sports Tier. RCN looked like one step above basic. Admittedly, I didn't check the other carriers.
But either way, I don't believe the subscriber fees are remotely close to what tBTN gets in the current footprint.
I'm sure the B10 isn't adding dead-weight, at least from a financial perspective. Between increased fees, ad revenue and future bargaining leverage, I think the Big Ten is looking to increase payouts--perhaps significantly.

Then Jim Delany decided to enter discussions about one more – one last – power play and potentially gamble that a bunch of East Coast TV sets are worth the risk to everything Big Ten football once held dear.
At first glance, it could be one pretty price to pay.

agree: NOBODY cares about rutgers except RU alums....I can see Maryland: EXCELLENT academic institution and very good hoops team, but RUTGERS?....looks like they just got a get outta jail card
Both teams are horrible in football; Maryland is decent - but far from excellent - in basketball. Neither school really brings in the DC and NYC markets. This would be a horrible, horrible thing for the conference.
This smacks of a move to weaken the league ND joined as punishment for spurning us a second time. If that's the case it's actually pretty funny. I could be reading way too far into it but that's just me.
Assuming the expansion happens as rumored, it means we're going to have another schedule shake-up again for 2014. Here's the rub, though ... we're supposed to have an easier B1G schedule in 2013/2014 (no OSU or Wisky). When they do this schedule shakeup, you just know we're going to get shafted right away with a tough slate.
The same thing happened in basketball when Nebraska joined. We were scheduled for an easier B1G schedule and it was taken away.
