It looks like PSU paid $6 million for the report, and Freeh consulted with the NCAA while writing and investigating it.
The report makes inferences that certainly would be questioned by a defense attorney.

You have obviously never been a lawyer. The emotional trauma alone makes each case easily a 7 figure case. This doesnt even take into account the possibility of punitive damages for reckless (conscious disregard of a known risk) behavior.

The Paterno-family report should be read and considered, but also taken for what it is: a document with an agenda. And the agenda was to clear Joe Paterno's name.

I thought the Freeh report in the end was weak. Very little hard evidence and a ton of circumstantial evidence. It came to the conclusion I thought it should based on my opinions, not on true hard evidence.
I guess I can see why the Paterno family challenged because they knew it was a flawed report. That said, I don't trust any report they are funding.
Considering Freeh's background I expected a much more thorough report based on hard evidence.
