Rule #1 for a coach: Never ignore your home state. Why let talent go elsewhere and burn bridges in the process.
Focusing solely on national 1 and done's is not a good strategy for most all coaches. Coach Cal seems to be the only coach that can and enjoys recruiting all one and done's. His results are somewhat inconsistent (champs last year to NIT first round exit this year) but that's to be expected with all freshman. Even the coaches at places like UNC, Duke and Kansas that get their fair share of 1 and done's still surround those players with multiple upper class guys.
