It mostly all comes down to whether or not they feel it's safe for the buses to be on the roads. Time will tell

You'd think so, but no. We've had a few instances this year where my building has been open, but the buildings with later start times have been closed because they realized that "Oh shit, maybe we shouldn't have buses out. Too bad for all those kids we already sent out in unsafe conditions."
