I agree with the OP, there are a ton of women who are way more beautiful then Beyonce. She is good looking but not even close to top dog. But beauty is in the eye of the beholder.
I find most celebrities and models less attractive for some reason. Anyone could look that good if they got professional makeup, photoshopped and spent thousands of dollars on a personal trainer/plastic surgery. idk just my

She's pretty beautiful (more beautiful than hot, if that makes sense), but I'm sure People liked that she has the whole feel-good aspect of being a new mother and generally being regarded as business savvy and nice. Hence why you'll never see People choose Sara Underwood as their most beautiful woman.

Beyonce is desirable.
Beautiful, talented, and successful.
Realistically, I don't think anyone would REALLY pick her as "most beautiful" woman in the world. I'm certain that many would choose her as "most desirable" woman.
