They are in essence "applying" for jobs with these team, so yes the hiring practices covered in the CBA would apply.

Its a bit of a gray area as I am not sure they are technically "players" covered by the CBA and members of the NFLPA yet, but the teams still need to operate under these conditions when making their hiring decisions.

Kind of like saying - we didn't hire this kid from college into Ford so we couldn't have violated the CBA because they were never covered.

Edit: I just read the intro the the CBA - and technically these kids aren't covered until drafted or until undrafted kids begin negotiations with a team. The CBA however still sets the precedent in which the teams need to operate in their hiring practices and I don't think it would stand up that they were not in violation.
