What's he talking about? A candidate committee? If so, then he will need to set that up with the county clerk before he sends even $1 of his own money. If total expenditures (including in kind contributions) are less than $1000, then he only needs the committee. If they exceed $1000, then there is detailed reporting due.
If he is setting up a superpac, a 501(c)3 advocacy group, well then he needs IRS approval etc.
Either way, you can give him money now, no problem for you. It just probably won't be deductable.
