This is correct.
PSU '13 verbals are just normal commits. You can continue to recruit them until they send their LOIs in.
The current PSU players may transfer without penalty. WOTS is that any team that accepts a PSU TRANSFER (Read; NOT A '13 VERBAL), may exceed the 85 man scholarship #, providing that their overall # of scholarships are reduced by that amount the next year.
For instance, if MSU is at 85 schollies and adds PSU SR DT Hill for this season, then MSU must be at 84 schollies for the '13 season.

Jordan Hill is a SR starting DT for PSU. I was just using him as an example of how the scholarship/transfer rules would apply to MSU should they take a guy from PSU, like Hill.
I used Hill as an example because MSU could use a DT and he's probably their 2nd or 3rd best D player.
Being called a sunshine blower is not insulting to me and I'm proud to be one.

Have you seen something that clearly states it will only count for transfers? I’m just connecting the dots on this. And I could be 100% wrong, but it was pretty clear from insiders that he was not going to get an offer because we didn’t have room for him. So how did we get room now?
The mindset could be to make this as painless as possible for all parties involved. Why make a kid start the recruiting process all over again, or pick a school that was previously his 3rd or 4th choice because the second choice has already filled the spot. Just a thought.
Michigan State does not and will not run the 3-4 defense.

Dude, as you said, "it's not that hard to grasp." Unfortunately you have grasped nothing so far. If 30 players went somewhere else, that team would have to find room to be under 55 scholarship players the following year. No teams will take more than 2 or 3 guys.

Jesus, think of what you guys are saying. If any of Penn States committed players could transfer to anywhere without counting towards that schools scholarship count they could effectively all go to a different school together. Do you guys really think that makes sense?? "OSU signed all 12 of Penn State's commits, but wont count towards their scholarship count" Do you think the NCAA would stand with that? It's not that hard to grasp, WE DID NOT OFFER ZACH BECAUSE THIS OPENED ROOM. My guess is that after Zach committed to PSU, Dantonio felt we could use him on our team (wether it is at WR or OLB) and didn't want to recruit a committed player unless the recruit spoke with them first. So either Dantonio was contacted by Zach after this, or he decided with the sanctions that the players would be fair game due to common knowledge thinking players will be having second thoughts.

According to Zach's father a few weeks ago (on the Duff), MSU coaches had zero contact with the Bradshaw family.
I understand what everyone is saying (and it makes sense), but then it is one helluva coincidence that MSU offered him the same day (morning!) of PSU sanctions after having no contact the prior six months.
Regardless, love the kid's film and am glad he has the opportunity to play for his dream school if he so chooses.
Congrats Zach (and father, Brad)!

I would say this is what I find interesting. What has changed between now and 2 months ago that Zach is now an immediately desirable recruit?
The staff is allegedly pursuing OL, DL, and a strong safety mainly, right? Could Zach be that strong safety?

, just using that as an example, and just about the only guy off of PSU State would take. Maybe Silar Redd as a speed-back threat. As good as Hodges is, I think MSU would stick with their current LBs. PSU replaces their entire secondary, so no Trenton Robinson-type player. Maybe take Justin Brown at WR, but really, not much on their current roster that MSU would use.
