We have a Beagle too and she's kind of submissive. If another dog attacked her, I'd have to ensure her safety one way or the other. If the neighbors won't do anything, I'd get the authorities involved. I wouldn't hesitate a bit. If the authorities wouldn't do anything, I'd be seriously thinking of buying a poison steak to toss over the fence line.

Talk to the police, there is probably a charge that can be signed for keeping a dangerous dog, which in some States is defined as a dog which has shown a propensity to attack people and other animals. Have other neighbors had problems w/ the dog attacking them or their dogs/cats? I would at least take criminal or civil action to recover the Vet's bill.

Indeed. If you don't report this the authorities will never know if there have been multiple incidents. Only then can they prevent a two year old getting its face ripped off. The "prudent and rational" thing is not to just address this through the minor claims courts (Vargman is an idiot, as always) but to do everything you can to make sure this doesn't happen again. Millions of people are bitten by dogs each year, and hundreds of thousands of those people end up in the emergency room. Of course, in many of those incidents there were previously very clear signs that there was a problem, such as the one the OP has just seen.

We did report this to animal control. We asked them at this time, to not come pick up the dog. But the more we think about it the more we feel like we will have to. My wife was outside yesterday and heard the 2 dogs barking, and she said it didn't sound like a playful bark, but rather a threatening bark. Right now the neighbors have agreed to pay the first vet bill and hinted they would pay any others. I don't want to ruffle feathers until we get our $$$$$ for the vet bills.

Dogs get in fights...it's unfortunate, but it happens. Even the nicest dogs in the same families can get in fights. Don't assign human intentions to the dogs. This dog didn't break and enter with the intent of beating up another dog.
The prudent and rational thing to do is to use the legal system to exact justice against the owners...there are some great ideas posted about filing civil suits or using the small claims courts. Also, a sit down with the owners of the other dog(s) is also something that needs to be done. All of this could be resolved by a simple conversation.
We're all pulling for Dogtonio!

Prayers for the dog. I remember a dog that I once had that was attacked by an unleashed dog (big poodle known as Zeus). Didnt harm my dog since it was a bigger dog, but nevertheless we did not like it one bit. I completely understand where you are coming from on this.
