The original pitch for the new season, which was a sort of anthology concept where each self-contained episode would follow one character, has been modified a bit. Hurwitz commented that releasing all of the episodes on the same day would let him throw in interconnections and Easter eggs for viewers to discover. That was one of the things that Arrested Development did best, after all."

Seems like a pretty dumb analysis by whoever wrote that. What does watching all of it in one sitting have to do with anything? That is completely irrelevant to Netflix. People will watch when they want to watch.
I don't think Netflix is worried about people signing up for the free trial just to watch this and then cancel. If they were, that would show that they don't believe in their own product. Instead, they are probably expecting a fair amount of people who sign up to watch this to stick with it for a little bit.
