They start by putting um and o$u in the same division. The big move here is eastward expansion, and this allows the BT to put its two biggest brands in Atlantic households regularly, including the "big" game.
Putting MSU in the west then makes a lot of sense. It gives um a cross-over rival and helps maintain balance, (MSU-wusconsin-Nebraska vs. um-o$u-pedSU). More to our own interest, it gives us that Chicago market, keeps us playing traditional rivals, and keeps us the fuck away from o$u. So...
East: o$u, um, PedSU, Rutgers, Maryland, Purdue, IU
West: MSU, wusconin, iowa, Minny, Nebraska, NW, Illinois
This pairs up a lot of rivals, and gives um and o$u record inflation. Also, it gives all those east coast elitist douchebags who go to um a chance to visit home. Everyone wins.

I hope MSU gets in a division with Rutgers, Maryland or both. I think playing them yearly is the best route for us to take advantage of the new recruiting grounds. This round of expansion will be a net loss for MSU if we only play the new members on a rotating basis.
