Intent should have a lot to do with suspensions being handed out. The hit was bad, but it was still, in a sense, a hockey play. Weber pulls an effing WWE move and CLEARLY shows that he his trying to hurt Z as the game ended. And yet Shanahan gives him a slap on the wrist. It is woefully inconsistent IMHO. Weber let his frustration get to him and lashed out at the end of the game. If his first punch and squarely landed on the back of Z's head (and it would have if Z hadn't slipped and fallen), Z could have been hurt very, very badly. What if a player had swung his stick at a player's head at the end of the game and just happened to miss? What would happen to that player?
If there's one thing the NHL continues to prove, it's that they have zero consistency.

By the way, you need to have your jersey tied down otherwise you have a serious advantage in a fight. That's the reason for the rule. If your jersey is not tied down and you fight, you go to the locker room. That's the rule.
