IMO, that has a lot to do with the Illini being one of his first offers. He should have quite a few more in the coming months.
It will be interesting to see where he really wants to line-up in college. Some schools are recruiting him as a QB and some exclusively as a DB. His decision could largely hinge on whether playing QB is that important to him.

Evan flood had him on a list of possible gets. Actually I think they profiled 5 guys and he was another 5 mentioned at the bottom in kind of like a "also mentioned" section.

If he scored a 20, then I'm going to guess that grades aren't really a concern. Usually the trouble kids are down in the 13-15 range I think. But I could be off on this.
I'm guessing that 5/1 is a date that him and his family/parents set for him to make sure he wasn't making any brash decisions. If that is the case, then it would be a refreshing change of pace.
