Nope, the way it's measured is you look at the number on his first day in office and his last day in office. It went from 50th in the state on Day 1, to 28th when he left office. The number you are using is misleading as it does a 4 year average and thus doesn't show the direction it's heading

It wouldn't matter what state I lived in, I'm voting for Johnson. Just giving my personal experience living under a Romney administration. He's too moderate for my tastes, but I think Democrats will end up approving of Mittens
