The fact that this hasn't happened in 600 years makes me think there is more to the story.
It's hard for me to separate Benedict's reign from his previous tenure as John Paul II's administrator. As a Pope, he did an adequate job. However I'm not sure that forgives all of the world-wide cover-ups that he had a major hand in. It's just a really mixed legacy in my eyes.
He's saying ill health, but let's be honest, that's really not a reason to resign. It's the first resignation since the 15th century and that was to end a civil war where two men claimed to be Pope. It's a job that is traditionally carried out until death. Obviously the health of the pope will fade at the end of that term. That didn't stop a whole lot of other Popes.

Its a different world. JPII as a younger Pope changed the Papacy to a job that travels the globe visiting Catholics worldwide quite frequently. That is much more wear and tear on an old body than just sitting in the Vatican is.
