Beck is with Premier Network, a division of Clear Channel. Clear Channel plugs beck into the 9-noon slot in 400 Clear Channel owned stations.
9-noon Eastern - Beck
Noon to 3 - Limbaugh
3-6 - Hannit

All have contracts with Clear Channel.

$20M per year / 400 stations = $50K per station per year.
Less money than they would pay for a producer and on air personality plus Clear Channel splits the ad revenue and pre-sells some as corporate sales. The $50K is simplified since major markets pay more and small markets less but you get the idea, its a lot of money for Beck and his company and good business for a station wanting syndicated product.
